[SA] Add link option to policies

It would be useful if we could, similar to manual evidence, add links rather than documents for the policies. This is useful if we are using a separate Documentation Management System and want to show those policies to our employees via Secfix.

    Similar feedback from Samuel S: Each time a policy is opened, a new link is generated, and these links expire after closing the app. This makes it difficult to reference policies externally—for example, in internal documentation like Notion.
