Assigning unused devices

Feature Request

There is currently no way to track stored/unused devices without assigning them to a specific user. Amir assigns them to himself, which causes clutter. He requests support for devices in storage (e.g., post-termination) to be tracked without a live assignee.

    @Marc Morone Devices sitting unused (spares, disposal-pending) don't get tracked because Secfix agent isn't running on them. Need a way to represent "inactive/spare" assets that aren't actively agent-monitored, without losing them from the inventory.
