pre-filled Policies contain misleading unlinked items

in a fresh customer installation the Policies section is prefilled with items. The customer clicks on such a policy and receives an error because there is no document linked to the policy.

Solution options:

1. Don't link policy: this depends on the data model and I assume a link is mandatory. If a link is not mandatory, then we would just leave it out and FE would do an

2. link the prefilled items with a placeholder pdf which just contains the Secfix logo and a nice "Please replace with your content" subtitle or so

3. link to actual policies to be redacted instead of supplying them on Goggle Drive / Share point

4. Quick fix: Adjust the error message "there is no document available"
